Science and Technology Strategy to 2030
Vietnam National University of Agriculture (VNUA) aims to be one of the leading universities in education and research in the areas of agriculture and rural development in Vietnam and the region. Its committed works are for a distinctive contribution to the society.
1. Goal
Science and Technology R&D of Vietnam National University of Agriculture strives to reach the highest quality of the country, to be well recognized in the region and penetrate increasingly into international community in order to solve both theoretical and practical issues, contributing to human resources development with high quality, meeting the development requirements of agriculture and related fields of the country.
2. Key solutions
1) Develop a master plan for science and technology in which identify the priorities and focal areas.
2) Reorganize the management system, review and finalize regulations on management of science and technology in line with the orientation of an advanced research based university.
3) Train researchers to establish strong advanced research groups; create a professional research environment to attract leading domestic and international experts to work at the university.
4) Upgrade and build new laboratories and other research facilities to meet national and international standards.
5) Find and exploit effectively domestic and foreign funding sources for science and technology activities.
6) Promote science and technology cooperation with organizations and individuals; establish and develop domestic and international research networks.
7) Link closely research with training, especially for postgraduate training.
8) Publish and register copyright and intellectual property of science and technology products.
9) Promote, transfer and commercialize science and technology products.
3. Expected Outputs
1) A master plan to be approved for Science and Technology (S&T ) including identify priorities and focal areas to develop; research groups established and interdisciplinary research projects developed.
2) The system of organizational structure and personnel of the university to be strengthened in accordance with the advanced research-based university model. The science and technology management system of the university to be organized in the direction of scaling down towards a professional and effective manner; Regulations on scientific and technological management to be amended and supplemented annually in accordance with the characteristics of the university and State regulations.
3) Regulations on ensuring national and international leading experts to participate in S&T activities to be developed. Every year, 1-2 training courses on science and technology for young researchers to be organized; The number of signed international cooperation programs/projects to be increased by 10 - 15%, the number of researchers trained abroad to be increased (about 18-20 staff /year on the average).
4) Laboratories to be built in accordance with the the university’s infrastructure development strategy. By 2030, at least 10 laboratories to be certified with ISO standards, 3 national key laboratories (Agronomy, Animal Science, Veterinary Medicine), 1 Innovation and Incubation Center, 1 Excellence Center for agricultural biotechnology to be established.
5) Introduction of funding sources, research calls and proposal writings to be organized regularly. The number of domestic and international proposals to be developed by an average increase of 5%/year. A project to build a science park to be approved. Every year, the university has at least 15 - 25 new funded projects.
6) Science and technology database on the website to be developed and updated creating the linkage of the researchers and research groups of the university with the leading scientists and professors in the same fields in the world.
7) Undergraduates, Masters and especially Phd candidates to be participated in all science and technology programs/projects of the university. 100% Phd students to be involved in teaching.
8) Annually, at least 15 - 20 science and technology products to be officially recognized or registered for intellectual property, 300 - 400 research results to be published, of which 30-35% to be published internationally. From 2030 onward, over 300- 350 turns of staff to be sent to attend international conferences annually.
9) Annually, the university participates in at least 2 fairs and exhibitions for science and technology products; the number of science and technology contracts with businesses and localities to be signed with an increased of 10-20%; a mechanism to establish spin-off companies to trade in products created by the university to be developed; the contributions of S&T activities accounted for at least 10% in 2020 and 20% in 2030 in the total revenues (excluding the state budget allocated to the university).
