LIRLAP Stakeholder Workshop - LIRLAP Linking Disaster Risk Governance and Land-Use Planning - The case of hazard prone informal settlements in the Philippines, Thailand and Vietnam

On July 22, 2021, Vietnam National University of Agriculture (VNUA) in collaboration with Ludwig Maximilian University of Munich, University of Stuttgart, and TU Dortmund, Germany successfully organized the first Vietnamese LIRLAP STAKEHOLDER WORKSHOP. This workshop is part of a series of activities of the project “LIRLAP - Linking disaster risk governance and land use planning - The case study of hazard prone informal settlements in the Philippines, Thailand and Vietnam”. LIRLAP is a project funded by the German Federal Ministry for Education and Research (BMBF), which runs from 3/2021 to 2/2025. The project was implemented in 03 Southeast Asian countries including: Philippines, Thailand and Vietnam, in order to find appropriate measures in risk management for informal settlement areas affected by climate change.

During the your-year R&D period from 2021 to 2025, the LIRLAP project's goal is to implement the following contents:

· Dealing with disaster risk through spatial planning, especially in informal settlements that are hardest hit and least equipped with the formal system of risk-reducing planning mechanisms.

· Strengthening resilience while focusing on reducing social vulnerability by approaches of relocation and upgrading in urban development with pilot projects in selected areas in Metro Manila;

· Co-producing climate-adapted upgrading and retreat with inhabitants to elevate livelihoods;

· Mainstreaming locally viable strategies for upgrading and retreat and integrating resilience planning via stakeholder capacity building training and a Dual PhD between Dortmund and UP SURP, the Philippines.

· Mutual transfer of knowledge from the Philippines to Thailand and Vietnam and vice versa.

The workshop attracted nearly 60 delegates from several institutions inGermany, Thailand, Philippines and especiallyVNUA, Southern Institute of Social Sciences, National University of Civil Engineering, Hanoi University of Architecture, Hue University, Can Tho University, Southern Institute of Social Scienses, and Hanoi Urban Planning Institute. In addition, the workshop also had the participation of representatives of State agencies such as the Ministry of Natural Resources and Environment, the People's Committee of Long Bien and Dan Phuong districts.

The Workshop consists of two sessions. In the 1^st session, Dr. Ngo Thanh Son presented the topic of “Urbanization, Climate change, and resettlement in Hanoi”. This presentation analyzed difficulties related to status of urbanization and climate risks in Hanoi, legal system on land use planning of Vietnam and illegal settlement in Hanoi.

Followed by presentations from German rapporteurs including Overview of the LIRLAP project (Prof. Stefan Greiving- TU Dortmund); The Dual Phd program (Prof. David Leonides Yap-SURP, Philippines); Offered training courses (Assoc. Prof. Dina Cartagena Magnaye - SURP, Philippines); Planned activities in Hanoi (Prof. Matthias Garschagen - LMU Munich, Germany).

Prof. Stefan Greiving- TU Dortmund presents Overview of LIRLAP project

During the 2^nd session, Dr. Luu Van Nang (Ministry of Natural Resources and Environment, Vietnam) presented on “Current policies on land use planning and resettlement compensation in Vietnam”. The presentation covered land policy issues including land use planning, acquisition, support, compensation and resettlement. This was followed by a discussion leading by Assoc. Prof.Dr. Tran Trong Phuong of the following issues: Disaster Risk Management, Climate Change, Resettlement, and Land Use Planning in Vietnam.

The workshop has collected many useful comments from the delegates. This is the basis for the research team to adjust some plans for the upcoming activities
