On June 24, 2026, Vietnam National University of Agriculture (VNUA) and the TOA Soken Public Interest Incorporated Foundation, Japan, held a ceremony to sign a Memorandum of Understanding (MoU) at Giang Huong Hall, VNUA.

Representing TOA Soken were Mr. Takebe Tsutomu, Senior Advisor of TOA Soken and Special Advisor to the Japan–Vietnam Parliamentary Friendship Alliance; Mr. Tomita Sho, Chairman of the Board and Chief Executive Officer; and Ms. Narasaki Hisako, Deputy Director of the International Cooperation Office of TOA Soken and Director of TOA Global Association Co., Ltd. Representing VNUA were Assoc. Prof. Dr. Nguyen Cong Tiep, VNUA’s Vice President, along with representatives of the Center for Human Resources Supply and the Office of International Cooperation.

In his welcoming remarks to the delegation of Japanese partner, Assoc. Prof. Dr. Nguyen Cong Tiep expressed his pleasure in receiving the TOA Soken delegation at VNUA. He provided an overview of VNUA’s development, highlighting its outstanding achievements in education, scientific research, and international cooperation.
He emphasized that VNUA had consistently attached great importance to expanding and enhancing the effectiveness of international partnerships in order to provide students with broader opportunities for learning, practical experience, and career development. VNUA would continue to strengthen its Japanese language training programs, equip students with the skills required to work in international environments, and further enhance collaboration with businesses to expand internship and employment opportunities in Japan. According to Assoc. Prof. Dr. Nguyen Cong Tiep, the signing of the Memorandum of Understanding with TOA Soken marked an important milestone in strengthening the partnership between the two organizations. It also established a solid foundation for implementing collaborative activities in education, human resource development, and international workforce connectivity, thereby meeting the demands of international integration and the evolving needs of the global labor market.

Speaking at the ceremony, Mr. Takebe Tsutomu expressed his admiration for the remarkable development of VNUA and the quality of its graduates. He noted that agriculture had always been one of the fundamental pillars of every nation, playing a vital role not only in ensuring food security but also in supporting sustainable socio-economic development.
Mr. Takebe emphasized that, in the context of globalization, developing high-quality human resources was of paramount importance. He therefore stressed the need to strengthen cooperation among educational institutions, businesses, and international organizations to provide students with greater access to modern working environments while enhancing their professional expertise, foreign language proficiency, and practical skills. He expressed his confidence that the partnership between TOA Soken and VNUA would further promote international human resource connectivity between Vietnam and Japan in the future.

During the ceremony, VNUA and TOA Soken officially signed the Memorandum of Understanding. The agreement focused on strengthening international human resource connectivity through cooperation in Japanese language training, career counseling, and the provision of internship and employment opportunities for VNUA students at Japanese enterprises.
