On July 13, 2023, Vietnam National University of Agriculture (VNUA) signed a memorandum of understanding with Kagoshima Prefecture, Japan. This event aimed to promote and open up cooperation opportunities for Kagoshima Prefecture and VNUA, especially in the field of cooperation in human resource development.

Attending the program, there were Mr. Shiota Koichi, Governor of Kagoshima Prefecture; Mr. Kozono Shigeyoshi, Vice Chairman of Kagoshima Prefectural Council; Prof. Dr. Nguyen Thi Lan, Secretary of the Party Committee, VNUA’s President; Prof. Dr. Tran Duc Vien, Chairman of VNUA’s Science and Training Council; Dr. Vu Ngoc Huyen, Standing Deputy Secretary of the Party Committee, Vice Chairman of the University Council, VNUA’s Vice President; heads of departments of Kagoshima Prefecture, and leaders of faculties and functional departments of the university.

Chairing the program to welcome the delegation of Kagoshima province, Japan, led by Governor Shiota Koichi to visit and work at VNUA, Prof. Dr. Nguyen Thi Lan, Secretary of the Party Committee, VNUA’s President said that, "Vietnam National University of Agriculture has made great efforts and successfully applied for the License to send Vietnamese workers to work abroad under contract No. 899/LDTBXH-GP dated December 23, 2022 issued by the Ministry of Labor, War Invalids and Social Affairs. This is one of the first permits issued by the Ministry of Labor, War Invalids and Social Affairs to a university in Vietnam. Together with the support of the Government of Japan, the project "Agricultural human resource advisor for Vietnam National University of Agriculture" over the 2021-2023 period, will make an important contribution in supporting and promoting cooperation between Kagoshima Prefecture and VNUA. In the first six months of 2023, VNUA has piloted to promote cooperation in recruitment, training, and investment support under a closed model for 2 joint ventures/cooperations between Japan and Vietnam, including Vinamilk - Sojizts Group Joint Venture and Nam Dinh province - Miyazaki province. Up to June 2023, VNUA has conducted interviews for 4 selection programs with more than 70 candidates and successfully selected 23 candidates to officially join the program”.

At the ceremony, Mr. Shiota Koichi, Kagoshima Prefectural Governor shared that, “Kagoshima Prefecture is a large province, stretching over 600km with a population of over 60,000 people. Currently, there are about 5,000 Vietnamese people living, working and studying in the province. Kagoshima's agricultural industry is the second largest industry in Japan with a turnover of approximately 5 billion Japanese yen in 2021, mainly developing in cattle and black-haired pig breeding, it can be said that Kagoshima Prefecture owns the premium beef of the Japanese - Wagyu beef. In addition to the characteristics of the agricultural industry, Kagoshima province also possesses unique values such as tourist attractions, seafood, Japanese sochu products with more than 2000 types, and all kinds of handicraft products, etc. Kagoshima province signed a cooperation agreement with Hai Duong province in 2019 and today, Kagoshima province continues to sign a cooperation agreement with VNUA with the desire to increase the efficiency of the cooperation between Japan and Vietnam, especially in human resource development. I hope that after the signing of the memorandum of cooperation today, many meaningful cooperation programs will be opened for both sides in the field of agriculture."

The cooperation program between Kagoshima Prefecture, Japan and VNUA was a practical and meaningful activity to celebrate the 50th anniversary of diplomatic relations between Vietnam and Japan, promoting cooperation opportunities to develop high-quality human resources in the field of agriculture. This activity was stated in Resolution No. 26/NQ-CP dated February 27, 2023 on the Government's action program to implement Resolution No. 19-NQ/TW dated June 16, 2022 of the Party Central Committee (term XIII) on agriculture, farmers and rural areas to 2030, with a vision to 2045.
