“Vietnam National University of Agriculture (VNUA) will accompany the localities in training and developing human resources, associated with each field and regional characteristics”.

That was the assertion of Prof. Dr. Nguyen Thi Lan, VNUA’s President, at the Conference entitled “Accompanying businesses, cooperatives and citizens for a green, clean and safe agriculture”.
Promoting the development of high-quality human resources
The conference was held on April 20 in Ha Giang province. This was one of the activities in the series of events that VNUA had been organizing in a number of localities across the country, thereby, contributing to promoting the development of high-quality human resources and promoting entrepreneurship activities of high school students; and, at the same time, strengthening cooperation in scientific research and technology transfer to develop agriculture in Cao Bang, Bac Kan, Ha Giang, Tuyen Quang and Yen Bai provinces in the direction of ecology, circulation, high quality, efficiency and sustainability.
However, Prof. Dr. Nguyen Thi Lan acknowledged that, in general, the scale of agricultural production in the whole region was still small. This was the fundamental reason that was holding back the synchronous and uniform application of scientific and technological measures, and the application of advanced management technology to create a closed value chain production cycle, thereby, leading to the low labor productivity, economic efficiency and lack of sustainability in the local agricultural production.

In order to continue to create development in the coming period, Prof. Dr. Nguyen Thi Lan said that the problem of economic restructuring was being posed to all levels and branches in the region in all socio-economic fields. In which, the rural and agricultural areas had important meanings and also the typical strengths of the Northeast region.
Increasing the application of science and technology in production
“It is of importance to regularly organize training courses and short training courses to connect with experts and scientists so that they can provide direct guidance and help farmers in the application and transfer of science and technology in the production process”, said Mr. Dang Quoc Khanh.
There were many solutions to these problems. However, VNUA’s President emphasized two major issues that needed to be resolved:
Firstly, improving the quality of human resources in rural areas serves as a solid basis for the development of production relations and production forces in the direction of modernity and concentration, at the same time, serving as a premise for the economic restructuring of sectors.
Secondly, promoting research and application of science and technology in all stages of the production cycle; thereby, helping to create the highest value agricultural product value chain while ensuring sustainability in development.

“This is also the content that Vietnam National University of Agriculture wishes to accompany with localities, farmers, and all economic sectors, and, based on that, aiming to promote a green, clean, safe and effective agriculture sector”, Prof. Dr. Nguyen Thi Lan expressed.
Emphasizing solutions to enhance the application of science and technology in production, closely linked with the development of high-quality agricultural human resources, Mr. Dang Quoc Khanh, Secretary of the Ha Giang Provincial Party Committee, affirmed, “this is the foundation and key driving force to improve productivity, quality and efficiency, thereby, adding value and developing agriculture in a modern and sustainable direction.
At the same time, creating opportunities and favorable conditions for labor restructuring and development of high-quality agricultural human resources”.
Overview of the Conference
Along with that, it was also important to mobilize all resources, increase investment funds, encourage organizations and economic sectors, especially research centers and enterprises to participate in research, application and transfer of science and technology in the field of agriculture.
On the other hand, it was essential to focus on developing a team of experts in high-tech agriculture, a team of managers with business administration and marketing skills; to support training and improving qualifications for technicians in charge of agriculture at grassroots units and direct workers in agriculture.
At the Conference, the representatives of the provinces suggested VNUA accompanying the provinces in training and developing human resources, associated with each field and region to add value in the agricultural sector. Representatives of high schools also proposed that VNUA needed to have a policy to support tuition fees and scholarships for good and excellent students coming from mountainous localities.
Leaders of the Provincial Departments of Education and Training, the Provincial Departments of Science and Technology of Cao Bang, Bac Kan, Ha Giang, Tuyen Quang, and Yen Bai provinces sign a cooperation agreement with VNUA on human resource training and science and technology transfer to these provinces.
Discussing the above issue, Prof. Dr. Nguyen Thi Lan shared that the recommendations and proposals of localities and high schools were also the wishes of VNUA. The university wanted to contribute to the improvement of the quality of training high-quality human resources for the whole country in general and the northern mountainous provinces in particular.
Prof. Dr. Nguyen Thi Lan said that VNUA planed to have an “Overcoming learning difficulties” scholarship program for poor students. In addition, there would be a policy to support accommodation in dormitories, and living expenses for students, etc. For excellent students with extremely difficult circumstances, there would also be corporate scholarships and many other supporting scholarships and programs to provide them with needed supports.
At the conference, leaders of the Provincial Departments of Education and Training and the Provincial Departments of Science and Technology of Cao Bang, Bac Kan, Ha Giang, Tuyen Quang, Yen Bai provinces signed a cooperation agreement with Vietnam National University of Agriculture on human resource training and scientific technology transfer to these provinces.
